INBDE Eligibility Requirements — Who Can Sit, and How
Eligibility for the Integrated National Board Dental Examination depends on educational background — CODA-accredited, CDAC reciprocal, or non-CODA international — and current academic status. Here are the qualifying paths.

The JCNDE structures INBDE eligibility around two variables: which accreditation body oversees the candidate’s dental education, and the current academic status (active student, former student, or graduate). The combinations below cover every qualifying scenario.

Current Student — CODA Accredited Program
Dean confirmation = your green light.
A current student in a CODA accredited program is eligible for examination when the dean (or their designee) provides confirmation that the student is prepared in all applicable disciplines. No further documentation is required.
Former Student — CODA Accredited Program
Conditional admission elsewhere keeps eligibility alive.
A former student who has completed courses in preparation for the INBDE — but is no longer enrolled in the same program — is eligible only if admitted or “conditionally admitted” to another CODA-accredited program in the applicable area of study.
Conditionally admitted means admission contingent upon successful completion of this examination. Verification must be in the form of a letter from the dean of the CODA-accredited program.
Dentist — Graduate of CODA Accredited Program
ADA membership = direct eligibility.
A dentist who is an active, life, or retired member of the American Dental Association at the time of application is eligible for examination without further documentation.
An affiliate member or non-member must submit a copy of their diploma or proof of graduation from a CODA-accredited program with the application.
Non-CODA Accredited Programs
International dentists — the primary path here.
Candidates educated by programs outside the CODA / CDAC accreditation system (the vast majority of international applicants) qualify through documentation of equivalent dental education.
This typically means: copy of dental diploma, official transcripts, and any required institutional verification — submitted directly to JCNDE through the application process. Specific document requirements are published in the official INBDE Guide and updated periodically. Always verify the current list with JCNDE before submitting.
CDAC (Canadian) Reciprocal Path
Canada-accredited programs included via reciprocal agreement.
Unless otherwise indicated, policies that apply to candidates educated by CODA-accredited programs also apply to candidates educated by programs accredited by the Commission on Dental Accreditation of Canada (CDAC) who are seeking licensure in the U.S. This occurs through a reciprocal agreement between the two accreditation bodies.
Re-Examination Policy
Time-based limits between attempts.
Candidates who do not pass the INBDE are required to wait a specified period before re-examination. Re-attempts are also subject to additional INBDE fees and may require updated eligibility documentation.
Non-Discrimination Policy
Eligibility is documentation-driven, not identity-driven.
The JCNDE does not discriminate based on race, ethnicity, religion, gender, age, disability, sexual orientation, or marital status. Eligibility is determined entirely by educational background and the supporting documentation submitted with your application.
